Can you switch a WoW Character from one account to another?

Just wondering cause my brother is using my uncles extra account and my mom was wondering if our uncle ever shuts it down if he'll be able to switch his person to our account..

This is from the official World of Warcraft website. It would seem that you are out of luck.

Reply:yes you can, as long as both accounts use the same credit card, or something like that. but i know people who have done it.
Reply:Only if you pay the 15$ fee for the transfer. same goes for realm transfers, looks Etc.
