Who do I communicate with if my hotmail account doesn't work?

For some reason the log in page doesn't even load, I just keep getting an error message on the bottom left of my screen. I've looked around, but it would seem that in order to report an issue one has to log in to their account. Is there an actual help phone number or information site to get a better understanding of what is going on?
